Certification

NTP Truboprovod offers a range of the following professional services: certification of the equipment supervised by Rostekhnadzor (RTN); development of mandatory documents (manuals, passports, safety substantiations, etc.), required for the equipment operation at hazardous industrial facilities; representing interests of foreign manufacturers.

From January 1, 2014 a public service of issuing permits to use technical devices at hazardous industrial facilities has been cancelled, on the basis of changes to the Federal Law No.116-F dated 21.07.1997 "On Industrial Safety of Hazardous Industrial Facilities.

It is established that the mandatory requirements to technical devices used at hazardous industrial facilities, and forms of their estimation for conformity with such mandatory requirements are set in accordance with the Russian legislation on technical regulation.

The main Technical Regulations of the Customs Union (TR CU), effective for technical devices used at hazardous industrial facilities, are the following:

  • TR CU 010/2011 "Safety of machines and equipment";
  • TR CU 032/2013 "Safety of equipment operated under overpressure";
  • TR CU 016/2011 "Safety of gas fuel apparatuses";
  • TR CU 012/2011 "Safety of the equipment designed for operation in explosive environment";
  • TR CU 004/2011 "Safety of low-voltage equipment";
  • TR CU 004/2011 "Electromagnetic compatibility of technical devices".

Approval of conformity of materials to the fire safety requirements is performed on the basis of the Federal law No. 123-F dated 22.07.2008 "Fire safety technical regulations".

Pattern Approval for Measuring Devices (metrology) is performed on the basis of the Federal Law No.102-F dated 26.06.2008 "Assurance of uniformity of measurements"..

Important! An applicant for approval of conformity can be a legal body registered, in accordance with legislation of the Customs Unions member-state, on its territory, or acting as the foreign manufacturer under the appropriate contract.

Technical Regulations of Customs Union TR CU 010/2011 ( "Safety of machines and equipment" came into force on February 15, 2013.

Technical Regulations of Customs Union was adopted by the Customs Union Committees decision No. 823 dated 18.10.2011.

Application of regulations.

Technical regulations apply to machines and (or) equipment used at hazardous industrial facilities.

Technical regulations are designed to establish in the common customs territory of the Customs Union unified requirements, which are mandatory for application to the machines and (or) equipment in the course of development (design), manufacture, installation, commissioning, operation, storage, transportation, marketing and utilization, providing free movement of machines and (or) equipment to be used in the common customs territory of the Customs Union.

Approval of conformity.

Approval of conformity of machines and (or) equipment is performed in the form of:

  • Certification by an accredited certification body (evaluation (approval) of conformity) included in the Unified Register of certification bodies and testing laboratories (centres) of the Customs Union;
  • Declaration of conformity based on their own evidences, and (or) obtained with the participation of the certification body or an accredited testing laboratory (centre) included in the Unified Register of certification bodies and testing laboratories (centres) of the Customs Union.

The only document, which approves conformity of the equipment to TR requirements, is either Declaration of conformity or Certificate of conformity.

Declaration and certification scheme

Declaration of conformity of machines and (or) equipment is performed as per the following schemes:

  • Scheme 1d - for series-manufactured machines and (or) equipment;
  • Scheme 2d - for batch of machines and (or) equipment (one-off item);
  • Scheme 3d - for series-manufactured machines and (or) equipment;
  • Scheme 4d - for batch of machines and (or) equipment (one-off item);
  • Scheme 5d - used for machines and (or) equipment used at hazardous industrial facilities, if it is impossible to carry out full-scale tests prior to on-site installation;
  • Scheme 6d - for series-manufactured machines and (or) equipment, if manufacturer has a certified management system.

Certification of machines and (or) equipment is performed as per the following schemes:

  • Scheme 1c - for series-manufactured machines and (or) equipment;/li>
  • Scheme 3c - for batch of machines and (or) equipment (one-off item);
  • Scheme 9c - for a limited batch of machines and (or) equipment designed for enterprises inside the Customs Union.

echnical Regulations of Customs Union TR CU 032/2013 "Safety of equipment operated under overpressure" came into force on February 1, 2014.

Technical Regulations of Customs Union was adopted by the Council of Eurasian Economic Commission, decision No. 41 dated 02.07.2013.

Application of regulations.

Technical regulations establishes unified requirements inside the Customs Union, mandatory for application and fulfilment of safety requirements to the equipment operated under overpressure, issued for operation in CU territory for the first time.

Approval of conformity.

Approval of conformity of the equipment to the Technical Regulations is performed in the form of:

  • Certification by an accredited certification body (evaluation (approval) of conformity) included in the Unified Register of certification bodies and testing laboratories (centres) of the Customs Union;
  • Declaration of conformity based on their own evidences, and (or) obtained with the participation of the certification body or an accredited testing laboratory (centre) included in the Unified Register of certification bodies and testing laboratories (centres) of the Customs Union.

The only document, which approves conformity of the equipment to TR requirements, is either Declaration of conformity or Certificate of conformity.

Equipment categories.

Equipment categories in order of decreasing of responsibility: Category 4 (most responsible), Category 3, Category 2, Category 1 (least responsible).

Declaration and certification scheme

Declaration of conformity of equipment to the requirements of the Technical Regulations is performed by an applicant (manufacturer or its authorized representative) for equipment of 1st and 2nd categories*, as well as for any category of the equipment , rework of which using permanent connections is carried out at the worksite.

Declaration of conformity of equipment to the TR requirements is performed in the form of:

  • Scheme 1d - for series-manufactured equipment of 1st and 2nd categories;
  • Scheme 2d - for a batch of equipment (one-off item) of 1st and 2nd categories;
  • Scheme 3d - for series-manufactured elements of equipment of 1st and 2nd categories and component parts for equipment of mentioned categories;
  • Scheme 4d - for batch of elements of the equipment of 1st and 2nd categories and component parts for equipment of mentioned categories;
  • Scheme 5d - for equipment of 1st, 2nd, 3rd and 4th categories, rework of which using permanent connections is carried out at the worksite in the following cases: It is impossible to carry out full-scale tests prior to installation of the equipment at the worksite; in the course of development (design) and manufacture (production) of the equipment the standards specified in paragraph 36 of the Technical Regulations were not used, including innovative equipment.

Certification is carried out for the equipment of 3rd and 4th categories*.

Certification of equipment is performed as per the following schemes:

  • Scheme 1c - for series-manufactured equipment;
  • Scheme 3c - for a batch of equipment;
  • Scheme 4c - for one-off item;
  • Scheme 7c - for the equipment intended for a batch and mass production, as well as when planning modifications to the equipment.

* - Equipment categories are defined in accordance with tables 1 9 TR CU 032/2013.

Technical Regulations of Customs Union TR CU 016/2011"Safety of gas fuel apparatuses" came into force on February 15, 2013.

Technical Regulations was approved by the Customs Union Commission, decision No. 875 dated 09.12.2011.

Application of Regulations.

Technical regulations apply to gas operating equipment issued for use inside the Customs Union.

Approval of conformity.

Approval of conformity of gas operating equipment to TR requirements is subject to obligatory certification or declaration.

Forms of approval of conformity provided for certain types of gas operating equipment are indicated in the Attachment 1 to the Technical Regulations.

The only document, which approves conformity of the equipment to TR requirements, is either Declaration of conformity or Certificate of conformity.

Declaration and certification scheme

Declaration of conformity of gas-operating equipment is performed as per one of the following schemes:

  • Scheme 1d - declaration of conformity of series-manufactured gas-operating equipment based on the results of typical model testing and manufacturing supervision performed by manufacturer;
  • Scheme 2d - declaration of conformity of batch (one-off item) of gas-operating equipment based on the results of typical model testing (of the one-off item) performed by an applicant;
  • Scheme 3d - declaration of conformity of series-manufactured gas-operating equipment based on the results of typical model testing carried out by certified testing laboratory (centre) included in the Unified Register of certification bodies and testing laboratories (centres) of the Customs Union, and manufacturing supervision performed by manufacturer;
  • Scheme 4d - declaration of conformity of batch (one-off item) of gas-operating equipment based on the results of typical model testing (of the one-off item) performed by certified testing laboratory (centre).

To approve conformity of gas-operating equipment to the TR requirements, the following certification schemes are used:

  • Scheme 1c - certification of series-manufactured gas-operating equipment based on the results of typical model testing carried out by certified testing laboratory (centre), along with carrying out production state analysis of the equipment and its further supervision by the certification body (evaluation (approval) of conformity);
  • Scheme 3c - certification of batch of gas-operating equipment based on the results of typical model testing performed by certified testing laboratory (centre);
  • Scheme 4c - certification of one-off items of gas-operating equipment based on the results of testing performed by certified testing laboratory (centre).

Technical Regulations of Customs Union TR CU 012/2011 "Safety of the equipment designed for operation in explosive environment" came into force on February 15, 2013.

Technical Regulations was approved by the Customs Union Commission, decision No. 825 dated 18/10/2011.

Application of Regulations.

Technical regulations of Customs Union establish requirements to the equipment designed for operation in explosive environment, fulfilment of which provides safety of its use in such an environment.

Approval of conformity.>

Approval of conformity of equipment is subject to obligatory certification.

The only document, which approves conformity of the equipment to TR requirements, is Certificate of conformity.

Certification scheme

Approval of conformity of equipment is performed as per schemes, according to the Instruction for use of typical schemes of evaluation (approval) of conformity in Technical Regulation of Customs Union, approved by the CU Commission:

  • Scheme 1c - for series-manufactured equipment: Certification of equipment based on the results of typical model testing performed by certified testing laboratory (centre), along with carrying out production state analysis with further supervisory control;
  • Scheme 3c - for a limited batch of equipment: Certification of batch of equipment based on the results of batch sample testing performed by certified testing laboratory (centre);
  • Scheme 4c - or a limited batch of equipment: Certification of pieces of equipment based on the results of piece testing performed by certified testing laboratory.

Technical Regulations of Customs Union TR CU 004/2011 "Safety of low-voltage equipment" came into force on February 15, 2013.

Technical Regulations was approved by the Customs Union Commission, decision No. 768 dated 16/08/2011.

Application of Regulations.

Technical regulations of Customs Union apply to low-voltage equipment manufactured for use inside the Customs Union.

Low-voltage equipment, which is covered by the Technical Regulations of the Customs Union, is an electrical equipment designed for use at a nominal voltage AC 50-1000 V (inclusive), and DC 75-1500 V (inclusive).

Approval of conformity.

Low-voltage equipment included in the List (excerpt: personal computers (PCs), low-voltage equipment connected to PCs, electric tools-(manual and portable electric machines), cables, wires, circuit breakers, shutoff protection switches, electric energy distribution devices, electrical apparatuses for electrotechnical facilities) specified in annexes to TR CU, is subject to approval of conformity in the form of certification (scheme 1c, 3c, 4c).

Low-voltage equipment beyond the above List is subject to approval of conformity in the form of declaration of conformity (schemes 1d, 2d, 3d, 4d, 6d).

The only document, which approves conformity of the equipment to TR requirements, is either Declaration of conformity or Certificate of conformity.

Declaration and certification procedure.

Declaration of conformity of the low-voltage equipment (schemes 1d, 2d, 3d, 4d, 6d) is based on the following:

  1. Own evidences (schemes 1d, 2d):
    • Scheme 2d - low-voltage equipment test performance (for batch of low-voltage equipment (one-off item);
    • Scheme 1d - low-voltage equipment test performance and manufacturers supervision (for series-manufactured low-voltage equipment);
  2. Evidences obtained with the participation of an accredited testing laboratory (centre) and QMS certification body included in the Unified Register of certification bodies and testing laboratories (centres) of the Customs Union (schemes 3d, 4d, 6d):
    • Scheme 6d - low-voltage equipment test performance, certification of Manufacturers Quality Management System or development and manufacture of low-voltage equipment and plant supervision performed by Manufacturer (for series-manufactured low-voltage equipment);
    • Scheme 4d - low-voltage equipment test performance (for batch of low-voltage equipment (one-off item);
    • Scheme 3d - low-voltage equipment test performance and manufacturers supervision (for series-manufactured low-voltage equipment).

Declaration of conformity of series-manufactured low-voltage equipment is performed by manufacturer (or its authorized person), according to schemes 1d, 3d, 6d.

Declaration of conformity of low-voltage equipment in batch (one-off item) is performed by manufacturer (or its authorized person), according to schemes 2d, 4d.

Certification of equipment is performed as per the following schemes:

  • Scheme 1c - for series-manufactured low-voltage equipment;
  • Scheme 3c - certification of batch of low-voltage equipment;
  • Scheme 4c - certification of the one-off item.

Technical Regulations of the Customs Union TR CU 020/2011 "Electromagnetic compatibility of technical devices" came into force on February 15, 2013.

Technical Regulations was approved by the Customs Union Commission, decision No. 879 dated 09.12.2011.

Application of Regulations

Technical regulations of the Customs Union apply to technical devices designed for use inside the Customs Union, which can generate electromagnetic interferences, and (or) performance of which depends on the influence of external electromagnetic interferences.

Approval of conformity

Technical devices included in the List indicated in Annex 3 to the Technical Regulations of the Customs Union (excerpt from the list: electric apparatuses, power supplies, battery chargers, voltage regulators, electric pumps, lighting equipment, electronically controlled circuit breakers and shutoff protection switches, arc welding equipment, personal PCs, electric tools), are subject to approval of conformity in the form of certification (scheme 1c, 3c, 4c).

Technical devices beyond the above List are subject to approval of conformity in the form of declaration of conformity (schemes 1d, 2d, 3d, 4d, 6d).

The only document, which approves conformity of the equipment to TR requirements, is either Declaration of conformity or Certificate of conformity.

Declaration and certification procedure

Declaration of conformity of the technical device (schemes 1d, 2d, 3d, 4d, 6d) is based on the following:

  1. Own evidences (schemes 1d, 2d):
    • Scheme 2d - test performance of technical device (for batch of technical device (one-off item);
    • Scheme 1d - testing of technical device and manufacturers supervision (for series-manufactured technical devices);
  2. Evidences obtained with the participation of an accredited testing laboratory (centre) and QMS certification body included in the Unified Register of certification bodies and testing laboratories (centres) of the Customs Union (schemes 3d, 4d, 6d):
    • Scheme 4d - testing of technical device (for batch of technical device, one-off item);
    • Scheme 3d - testing of technical device and manufacturers supervision (for series-manufactured technical devices);
    • Scheme 6d - testing of technical device, certification of Manufacturers Quality Management System or development and manufacture of technical devices and plant supervision performed by Manufacturer (for series-manufactured technical devices).

Declaration of conformity of series-manufactured technical devices is performed by manufacturer (or its authorized person), according to schemes 1d, 3d, 6d.

Declaration of conformity of technical devices in batch (one-off item) is performed by manufacturer (or its authorized person), according to schemes 2d, 4d.

Certification of equipment is performed as per the following schemes:

  • Scheme 1c - for series-manufactured technical devices;
  • Scheme 3c - certification of technical device manufactured in batch;
  • Scheme 4c - certification of the one-off item.

Federal Law No. 123-F dated 22.07.2008 Fire Safety Technical Regulations

Fire safety technical regulations were adopted by the Russian State Duma on July 8, 2008 and approved by the Federation Council on July 11, 2008.

Application of Regulations

The above law defines fundamental technical provisions concerning fire safety and specifies general fire safety requirements for protected objects (products), including buildings and structures, industrial facilities, fire-and-technical products and commonly used products.

Approval of conformity

Approval of conformity of protected objects (products) to the fire safety requirements inside the Russian Federation is performed voluntary or compulsory, in accordance with applicable Russian law.

  • Voluntary approval of conformity of protected objects (products) to the fire safety requirements is performed in the form of voluntary certification.
  • Compulsory approval of conformity of protected objects (products) to the requirements of this Federal law is performed in the form of obligatory certification or declaration.

Declaration and certification procedure.

Approval of conformity to the fire safety requirements is performed according to the schemes of mandatory approval of conformity to such requirements, each of which is a complete set of operations and conditions of their implementation. Schemes can include one or more operations, results of which are necessary for approval of conformity of products to specified requirements.

Approval of conformity of products to the federal law is performed as per the following schemes:

  1. For series-manufactured products:
    • Scheme 1d - applicants declaration of conformity based on its own evidences;
    • Scheme 2d - manufacturers (sellers) declaration of conformity based on its own evidences and results of standard sample testing carried out by certified testing laboratory;
    • Scheme 3d - manufacturers (sellers) declaration of conformity based on its own evidences, results of standard sample testing carried out by certified testing laboratory, and QMS certification regarding manufacture of products.
    • Scheme 2c - certification of products based on production state analysis and results of standard sample testing by certified testing laboratory;
    • Scheme 3c - certification of products based on the results of standard sample testing by certified testing laboratory with further supervisory control;
    • Scheme 4c - certification of products based on production state analysis and results of standard sample testing by certified testing laboratory with further supervisory control;
    • Scheme 5c - certification of products based on the results of standard sample testing by certified testing laboratory and QMS certification with further supervisory control;
  2. For a limited batch of products:
    • Scheme 5d - manufacturers (sellers) declaration based on its own evidences and results of standard sample testing (samples selected from the batch) by certified testing laboratory;
    • Scheme 6c - certification of batch of products based on the results of batch sample testing performed by certified testing laboratory;
    • Scheme 7c - certification of product items based on the results of product item testing performed by certified testing laboratory.

Pattern Approval for Measuring Devices (metrology) is performed on the basis of the Federal Law No.102-F dated 26.06.2008 "Assurance of uniformity of measurements"..

This Federal Law was adopted by the Russian State Duma on June 11, 2008 and approved by the Federation Council on June 18, 2008.

Effect of the Federal Law.

The Federal Law covers relations arising from metering, setting and observing of requirements for measurements, units, standards of measurement units, measuring devices (instrumentation), use of standard samples, measuring techniques (methods), as well as activities provided by the applicable Russian law on ensuring of uniformity of measurements, including appropriate works and services to ensure such uniformity of measurements.

Government regulation for assurance of uniformity of measurements is performed as follows:

  1. Approval of standard patterns or patterns of measuring devices (instrumentation);
  2. Calibration test of measuring devices (instrumentation);
  3. Metrological testing;
  4. Federal State Metrological Supervision;
  5. Certification of measuring techniques (methods);
  6. Accreditation of legal bodies and individual entrepreneurs for performance of work or rendering of services relating to measurement assurance.

Approval of standard patterns or patterns of measuring devices (instrumentation)..

Standard patterns or patterns of measuring devices (instrumentation) used in the government regulation for assurance of uniformity of measurements are subject to obligatory approval. In the course of pattern approval of measuring devices, accuracy figures are set, as well as an interval between calibration tests and calibration procedure of given pattern of measuring devices (instrumentation).

Decision on the approval of standard patterns or patterns of measuring devices (instrumentation) is taken by the federal executive authority responsible for rendering of public services and state property management relating to uniformity of measurements, based on positive test results of the above patterns.

Standard pattern (measuring device pattern) approval is substantiated by Pattern approval certificate issued by the federal executive authority responsible for rendering of public services and state property management relating to uniformity of measurements. Information on the approved standard patterns and patterns of measuring devices (instrumentation) is entered in the Federal Information Fund for Uniformity of Measurements.
