Confirmation of TR CU 010/2011

Technical Regulations of Customs Union TR CU 010/2011 "On Safety of Machinery and Equipment", approved by CUC Decision No. 823 dated October 18, 2011 and put in force on February 15, 2013.

Certificatioin Body (OSP) NTP Truboprovod has been accredited for confirmation of conformity of machines and (or) equipment to TR CU 010/2011.

Field of application.

Technical regulations apply to machines and (or) equipment manufactured equipment issued for use inside the uniform customs territory of CU, and establishes sufficient minimum required safety requirements.

Technical regulations apply to machines and (or) equipment, including those used at hazardous industrial facilities (HIF).

Ensuring conformity with safety requirements.

Conformity of machines and (or) equipment to the technical regulations is ensured by fulfilling its requirements directly, or by fulfilling the requirements of interstate standards, application of which on a voluntary basis ensures compliance with TR requirements.

Fulfillment of requirements of standards on a voluntary basis represents the conformity of machines and (or) equipment with TR safety requirements.

Confirmation of conformity.

Evaluation of conformity with the requirements of these technical regulations is performed in the form of confirmation of conformity and in the form of state control (supervision).

Machines and (or) equipment being in operation, or manufactured for their manufacturers own needs, as well as components and spare parts for machines used for repair (maintenance) of machines and (or) equipment, are not subject to confirmation of conformity with the requirements of these technical regulations.

Confirmation of conformity.

Confirmation of conformity of machines and (or) equipment to TR requirements is performed in the form of:

  • Certification by an accredited certification body included in the Unified Register of certification bodies and testing laboratories (centres) of the Customs Union;
  • Declaring of conformity based on their own evidences, and (or) the ones obtained with participation of the certification body or an accredited testing laboratory (centre) included in the Unified Register of certification bodies and testing laboratories (centres) of the Customs Union.

Declaration of conformity or certificate of conformity is the only document, which confirms a conformity of machines and (or) equipment to TR requirements and are equally valid and binding.

Confirmation of TR CU 032/2013

Technical Regulations of Customs Union TR CU 032/2013 "On Safety of Equipment operating under excessive pressure", approved by the Eurasian Economic Commission Councils Decision No. 41 dated July 2, 2013 and put in force on February 1, 2014.

Certification body of NTP Truboprovod has been accredited for confirmation of conformity of equipment operating under excessive pressure to TR CU 032/2013.

Field of application

Technical regulations establishes unified requirements inside the Customs Union, mandatory for application and fulfilment of safety requirements to the equipment operating under excessive pressure, issued for operation inside CU for the first time.

TR CU 032/2013 covers the following types of equipment (operating parameters in accordance with i. 2, section I, TR CU 032/2013):

  • Vessels operating under excessive pressure;
  • Boilers with a capacity of more than 0.002 m3;
  • Pipelines with a maximum allowable working pressure of more than 0.05 MPa and nominal diameter of more than 25 mm;
  • Equipment components (assembly units) and appropriate accessories that withstand pressure impact;
  • Pipeline valves;
  • Indicating and safety equipment;
  • Pressure (altitude) chambers (except for single medical ones);
  • Safety instruments and devices.
  • Requirements for substantiation of safety for equipment
    

    From September 1, 2017, by Order of the Federal Agency for Technical Regulation and Metrology No. 714-st dated July 18, 2017, an interstate standard GOST 33855-2016 “Equipment safety substantiation. Guidelines for preparation”; at that, the national standard GOST R 54122-2010 “On safety of machinery and equipment. Safety substantiation requirements” was abandoned.

    A new standard covers the equipment, for which in the technical regulations (TR) safety substantiation is provided.

    GOST 33855-2016 establishes:

    • Rules for preparation of safety substantiation for equipment used to confirm its conformity with TR requirements;
    • Rules for the development and presentation of a separate document "Safety Substantiation", which is drawn up, if technical documentation package does not fully prove (confirm) safety of the equipment.

    Term "Equipment safety substantiation" according to the new standard, has a new definition, as follows:

    • Technical documentation package;
    • or

    • Specially developed document used to confirm safety of equipment and conformity with TR requirements.

    Technical documentation package

    Package of safety substantiating documents includes:

    • Design documentation (drawings, data sheets, calculations, etc.);
    • Operating documentation;
    • Test certificates and (or) reports;
    • Analytical materials (analysis and (or) risk assessment, operating reliability analysis, etc.).

    Safety substantiation for vessels and apparatus operating under excessive pressure is confirmation of their strength, stability and tightness during the estimated service life by strength calculation and fulfilling a set of technical requirements related to it.

    Document "Substantiation of safety"

    In general, substantiation of safety shall have the following structure:

    Section 1. General description of equipment:

    • Field of application;
    • Operating conditions (including maintenance and repair);
    • Descriptions and explanations essential for understanding of proper functioning of the equipment, including, for example, drawings, diagrams, etc.

    Section 2. Main parameters and specifications of the equipment:

    • Parameters and specifications;
    • Completing equipment with components;
    • Images of equipment indicating overall, installation, connection or other dimensions.

    Section 3. Risk assessment (if possible):

    • Risk analysis, including:
      1. Hazard identification (hazardous events) during operation;
      2. Calculation of risk degree for each hazard or hazardous event;
    • Comparison of the calculation risk value with the allowable one (if specified).

    Section 4. Evidences of equipment conformity to TR requirements:

    • Description of the design solutions adopted by the developer, ensuring the equipment safety during commissioning, operation and disposal, with indication, if necessary, of their conformity with standards;
    • Information on the calculations performed (for example, strength and hydraulic calculations), tests confirming safety (references to calculations, test certificates and (or) reports are issiued as a separate appendix, or are given in the section “Information on the equipment conformity to the Technical Regulations”);
    • List of possible equipment failures during its operation, with their separation into critical and non-critical, list of limit states preceding the occurrence of critical failures, as well as criteria for limit states and (or) failures.

    Development of safety substantiation

    Substantiation of safety is prepared or developed at the design stage for each model (brand, type) of equipment, or for several models or modifications of equipment.

    Preparation and presentation of the text of the document “Safety Substantiation” is performed in accordance with GOST 2.105.

    NTP Truboprovod offers services on elaboration of operation manuals (instructions), in accordance with GOST R 2.601-2013 "ESKD. Operational documents”, NTP Truboprovod offers services on elaboration of operation manuals (instructions), in accordance with GOST R 2.601-2013 "ESKD. Operational documents”, and TR CU 032/2013 “On safety of equipment operating under excessive pressure”, essential for approval of conformity of the equipment to the TR CU requirements, as well as for operation.

    Operating manual is a document, which includes information on design, operating principle, characteristics (properties) of the product, its component parts and recommendations required for correct and safe operation of the product (proper use, maintenance, current repair, storage and transportation), its technical state assessment essential for taking a decision on the necessity of repair, as well as data on disposal of the product and its components.

    Operation manual (instruction) includes the following:

    1. Information on design, principle of operation, characteristics (properties) of the equipment.
    2. Instructions for installation or assembly, checkout or adjustment, maintenance and repair of the equipment.
    3. Instructions for use of equipment and safety measures that shall be taken during equipment operation.
    4. Defined values, depending on design (construction) features.
    5. List of critical failures, possible human errors, which may lead to incident or accident.
    6. Personnel actions in the event of incident, critical failure or accident.
    7. Criteria of limit states.
    8. Instructions for decommissioning and disposal.
    9. Maintenance stuff qualification data.
    10. Name, location and contact information of manufacturer (a person authorized by the manufacturer) and importer.
    Development of passports
    

    Passport for technical device is the main document, which identifies the equipment. The passport is required for approval of conformity to TR CU requirements, registration by supervisory authorities and further operation.

    NTP Truboprovod offers services on elaboration and recovery of passports for the following types of equipment:

    • Pressure vessels over 0.05 MPa or under vacuum, as per the passport form indicated in PB -576-574-03, along with check calculations, if necessary.
    • Pressure vessels and apparatus not exceeding 0.07 MPa, without pressure (designed for filling), as per the form indicated in GOST R 52630-2006.
    • Pipeline valves (gate valves, shut-off valves, ball valves, check valves, control valves, etc.) and safety valves (along with making flow capacity calculation, if necessary) in accordance with forms indicated in the Safety Guide “Recommendations for design and safe operation of process pipelines” and ST CKBA 031-2015.
    • Pumps, pumping units, fans, compressors and compressor units, as per GOST 2.601-2013.
    • Air coolers, in accordance with form indicated in GOST R 51364-99.
    • Process pipelines, pipeline sections and pipe spools, as per GOST 32569-2013;
    • Boilers, heaters, gas equipment, burners.
    • Block (module) equipment (sets of interconnected equipment mounted on the same frame) — in accordance with STO Gazprom form 2-2.1-607-2011 “Process units. General specifications”.
    • Rupture disks (membrane safety devices), as per PB 03-583-03.
    Letters of information
    

    Information letters on the necessity for mandatory confirmation of conformity are issued by the accredited Certification Body and includes the following information:

    • On the application of technical regulations (national, Customs Union, Eurasian Economic Union);
    • On the assignment of products to the objects of conformity confirmation.

    OSP NTP Truboprovod prepares letters on the product belonging to the objects of mandatory certification and declaring and, if necessary, interacts with supervisory authorities and the customs service.

    Types of information letters

    A letter dated June 3, 2016 No. 852-OG/03 "On products subject to mandatory confirmation of conformity" of the Federal Agency for Technical Regulation and Metrology contains information on lists of products subject to confirmation of conformity.

    The product is subject to confirmation of conformity, when included:

    • in the lists of products of technical regulations (TR);
    • in the lists of products approved by the RF Government Regulation dated December 1, 2009 No. 982 "On approval of a consolidated list of products subject to mandatory certification, and consolidated list of products, confirmation of which is carried out in the form of adoption of a Declaration of conformity";
    • in the list approved by Decision of the Customs Union Commission No. 620 dated April 7, 2011 "On the Consolidated List of Products Subject to Mandatory Confirmation of Conformity with Issuance of Certificates of Conformity and Declarations of Conformity in a Single Form"ю

    Preparation of information letters

    Information letters are prepared by a qualified expert with a technical education and relevant work experience in the technical regulations, to which the products relate, based on the documentation submitted.

    Documentation shall include the following:

    1. Contract of delivery and shipping documents (for a batch or one-off item);
    2. Technical description, specifications drawings, containing product name and types;
    3. Design (project) documentation (if available);
    4. Operational documentation (passports, operating manuals, etc.);
    5. List of standards for product manufacture.

    Time of preparation of information letter

    Letters are prepared within 1-2 days upon receiving the necessary package of documents and payment. In exceptional cases, a letter can be prepared on the day of request.

    Necessity of preparation of information letters

    The main situations, which may require the development of information letters:

    • the products, depending on the purpose, may or may not be subject to mandatory confirmation of conformity;
    • the standard establishing mandatory product requirements does not cover certain types of products subject to the general definition of products;
    • the product is subject to confirmation of conformity, but according to its propesties it is beyond the scope of the standard that establishes mandatory requirements;
    • exceptions are determined by technical regulations, but expert evaluation is required;
    • product name does not correspond with the name in the Product Classifier;
    • new products that require proper classification (group assignment).
